Horizon Europe's First Strategic Plan 2021-2024. Following the political agreement on Horizon Europe, on 15 March, the European Commission adopted the first strategic plan for Horizon Europe, the new EU research and innovation programme worth €95.5 billion. The strategic plan sets out four strategic orientations for research and innovation investments under Horizon Europe for the next four years: Promoting an open strategic autonomy by leading the development of key digital, enabling and emerging technologies, Restoring Europe's ecosystems and What is the Horizon Europe First Strategic Plan. Strategic planning is an innovative co-design process that aims to enlarge the ownership of the programme and optimize the effect of Horizon Europe Investments. Particularly, it is a novelty of Horizon Europe as it sets out the programme’s strategic orientation for 2021-2024. The first Horizon Europe Strategic Planning process will prepare the Strategic Plan for Horizon Europe for 2021-2024.
